City Plan: scoping consultation and survey

Our scoping consultation is the first stage of consultation in preparing the new City Plan.

The consultation is structured around the following topic areas:

• where development should go - our spatial strategy
• homes for everyone
• sustainability and climate change
• a diverse and sustainable city economy
• design and place-making
• culture and tourism
• healthy city and communities
• biodiversity and the natural environment
• transport and infrastructure

Each topic area identifies the main issues and includes consultation questions. It also includes a brief summary of the comments made during the Key Issues consultation 2024/25 as well as a commentary on any relevant changes to the scope of the plan due to changes to national policies.

How to comment

There are questions throughout the consultation to help you to tell us what you think. There are 15 main questions, followed by 3 on engagement methods and 1 on the Strategic Environmental Assessment. You do not have to answer every question. We want to hear your views on the issues that are of most interest to you.

Depending on the number of sections and questions you answer, this survey will take about 20 to 60 minutes to complete. This includes reading all the supplementary information.

The Consultation runs for 8 weeks from 14 July 2026 to 11.59pm on 7 September 2026.

You can take the survey even if you are not registered on YourVoice. However, if you would like a copy of your responses emailed back to you, then you need to be registered and logged in.
