New Homes for Neighbourhoods - Oakley House redevelopment

Updated September 2025

The council is proposing to redevelop Oakley House, to maximise the provision of new, high quality, affordable homes for Brighton & Hove residents who are on the council's housing register.

Brighton & Hove City Council's Architects team have led the design process, and submitted a planning application in August 2025.

The application requests permission to build 23 one, two & three-bed flats for those with general needs.

The council ran an in-person and online consultation with the local community in July 2024, seeking feedback on initial design proposals.

This feedback helped inform design development. In August 2025 the council held in-person exhibitions to share the designs for the Planning application.

Please see Phase 3 - Planning period, for information about Planning's statutory consultation.

Planning period

18 August 2025 - 9 September 2026

The planning application has been submitted, and validated by Planning Officers. The application files can now be viewed on the Planning section of the council's website. Planning run their own statutory consultation process on all new applications, and members of the public are invited to comment.

The Local Planning Authority are responsible for their consultation and this does not take place through Your Voice. Click on the link below to go to the Planning application page.

BH2025/02088 | FP. (For information: Proposal is for building of up to six storeys and 23no flats for affordable housing). | Oakley House Leicester Street Brighton BN2 0AZ

Planning will also ask specialist Consultees to comment on the proposals.

Who is consulted on a planning application?

Once all feedback has been gathered, the Planning Case Officer will write a report, and present it to the Planning Committee, where the decision to approve or refuse planning permission will be made by Councillors.

Because Planning will run this formal consultation, to avoid confusion, we will not be running a consultation on Your Voice for this Phase of the project.
