A new feature at Palmeira Square
In August 2025, we asked for your views on proposals to refresh and update the planting design of the north section of Palmeira Square, including the Floral Clock feature. Thank you to everyone who took part.
What’s already been done
The results of the last consultation showed strong support for the proposed changes, with 59% of those responding in favour of the redesigned landscaping and planting. Following this, we worked with the Friends of Palmeira and Adelaide Residents Association and delivered exciting improvements.
The new Mediterranean‑influenced, pollinator‑friendly planting scheme was installed in March 2026 and is now establishing well. It reflects the historic linear design of the gardens, our coastal climate, and our commitment to sustainability and biodiversity.

Volunteer gardeners from the Friends of Palmeira and Adelaide Residents Association assisted with the planting and will continue to support the council with ongoing care of the new planting.
Why we’re consulting again
The Floral Clock was a local landmark since it was created in 1953 to celebrate the Queen’s Coronation.
However, after more than 70 years, the existing feature has reached the end of its life. The mound and supporting infrastructure are beyond repair, the clock mechanism has not worked for many years, and we can no longer support the traditional seasonal bedding displays as they require intensive resources and maintenance that no longer reflect our commitment to sustainability.
The condition of the feature means that preserving it in its current form is no longer feasible.
This is an opportunity to create a new feature that honours the site’s history while providing a more sustainable, attractive and resilient landmark for the future. A new vision is needed to ensure Palmeira Square remains a source of pride for residents and visitors for generations to come.
Last consultation
During the last consultation, there was no clear preference on the future of the Floral Clock feature:
- 40% of respondents preferred a new feature, such as a modern artwork or sculptural sundial
- 41% preferred to retain a reference to the existing floral clock
We received a petition in support of keeping the Floral Clock, and we also received representations from local residents asking that overall garden repair and maintenance be prioritised over restoring a working clock mechanism.
Taking all of this into account, we've worked with a working group made up of councillors, local residents and community groups to develop clear and realistic options for the future of the Floral Clock area.
Phases
Survey
This survey asks for your views on a new feature in the north section of Palmeira Square to replace the Floral Clock. We're now inviting residents and garden users to tell us their preferred option, which will inform the final decision.
Palmeira Square is an important focal point for the local community, and your feedback will directly shape what happens next.
