
Homelessness and rough sleeping strategy 2025 to 2030
Under the Housing Act (2002) all councils with housing responsibilities must have a homelessness strategy. Our current strategy expires this year.
The draft homelessness and rough sleeping strategy for 2025 to 2030 sets out our plans for preventing homelessness and ensuring that sufficient accommodation and support are available to people who are at risk of becoming homeless or currently homeless.
The draft strategy also contains a small number of outcome measures so that we can demonstrate progress.
We're proposing three priorities for the strategy:
- Increase our effectiveness in preventing homelessness and rough sleeping
- Improve temporary accommodation pathways and experiences
- Provide joined-up support with our partners to people who most need help
The draft strategy also includes a dedicated chapter on tackling homelessness in children, families and young people.
We make three commitments to:
- be fair and inclusive
- work in partnership
- make best use of our resources

Phases
Reviewing homelessness and developing the draft strategy
In this phase of the project we've gathered data and evidence from different sources to review homelessness in the city. We've also been using this information to develop proposed priorities for the new strategy with our partners in the public, voluntary, community and social enterprise sectors and with people with lived experience of homelessness.
You can find a copy of our review report below.
The report will be published alongside the final draft strategy for decision by the council cabinet in December 2025.
