Dogs on leads by direction

We introduced a Public Space Protection Order (PSPO) in 2023 that allows authorised officers to ask dog owners to put their dogs on a lead if they're not under control, causing problems or behaving aggressively.

This order expires on 19 October 2026, and we're asking for your views on whether it should be renewed for another three years, until 19 October 2029.

What is this PSPO about?

The PSPO means that if an authorised officer asks, you must put your dog on a lead in certain areas.

Dogs do not have to be on a lead all the time. This only applies when it’s needed, like if a dog isn't under control, causing problems or behaving aggressively.

We know most owners are responsible, and recognise that dogs benefit from being off the lead. This PSPO is not about restricting responsible dog ownership, but about dealing with situations where a dog’s behaviour is negatively affecting others.

Restricted areas

All areas of land in Brighton & Hove that are open to the public, including covered spaces that are open on at least one side.

This applies whether or not there is a charge to enter, but does not include Forestry Commission land.

Exemptions to the restrictions

The restrictions do not apply to people in charge of assistance dogs, including:

• people who are registered blind
• deaf people with a dog trained by Hearing Dogs for Deaf People
• people with disabilities that affect mobility, coordination, or everyday tasks, who rely on a trained assistance dog

This includes dogs trained by the following organisations:

• Dogs for the Disabled
• Support Dogs
• Canine Partners

Failure to comply

If the person in charge of a dog doesn't comply, they may be given a £100 fixed penalty notice after a warning from the council or a police officer, unless:

• they have permission from the landowner or person in charge of the area
• they have a valid reason for not following the rules
• they are covered by one of the exemptions in the order
