City Plan: scoping stage and survey

Our scoping consultation is the first stage of consultation in preparing our new City Plan.

The consultation is structured around the following topic areas:

  • where development should go - our spatial strategy
  • homes for everyone
  • sustainability and climate change
  • a diverse and sustainable city economy
  • design and place-making
  • culture and tourism
  • healthy city and communities
  • biodiversity and the natural environment
  • transport and infrastructure

Each topic area identifies the main issues and includes consultation questions. It also summarises any relevant responses from our Key Issues consultation that we carried out last year. You can read about the main issues whilst you are taking the survey, or you can read them in a PDF.

We also want to know how you would like us to engage with you and there are some questions about this at the end of the survey.

Read more about the issues the City Plan will need to address and answer the questions. We want to hear your views on the issues that you're most interested in and hear about how you would like us to engage with you. You don't have to answer every question.

The survey is open until Monday 7 September 2026.
