Review of the draft Statement of Licensing Policy for 2026 to 2031
We're reviewing our Statement of Licensing Policy, which is required every five years under the Licensing Act 2003.
The statement sets out how we regulate and licence businesses that sell or supply alcohol, provide entertainment or late-night refreshment in the city.
We're now seeking your views on the draft proposed Statement of Licensing Policy 2026 to 2031 to help shape Brighton & Hove’s licensing policy for the next five years. We've included details of key changes to the policy throughout the survey.
Have your say
Your feedback will help shape the final policy and ensure it reflects the needs and priorities of Brighton & Hove.
We want to hear from:
- local residents
- businesses and licensees
- statutory consultees and responsible authorities
- community and safety organisations
Have your say on until Sunday 12 October.
The survey will take around 10 to 15 minutes to complete. You can log in to automatically save your progress and return later to complete your submission.

Analysing responses
We'll take a look at and analyse all responses to the survey and use the feedback to redraft our policies. Our aim is to complete a redrafted Licensing Policy to then take to the Licensing Committee for approval on Thursday 6 November 2025. . The committee report will contain a summary of the responses we received.
