
Review of the draft Statement of Licensing Policy for 2026 to 2031
We're reviewing our Statement of Licensing Policy, which is required every five years under the Licensing Act 2003.
The statement sets out how we regulate and licence businesses that sell or supply alcohol, provide entertainment or late-night refreshment in the city.
We're now seeking your views on the draft proposed Statement of Licensing Policy 2026 to 2031 to help shape Brighton & Hove’s licensing policy for the next five years. We've included details of key changes to the policy throughout the survey.

Review of Statement of Licensing Policy 2026
We're now seeking your views on the draft proposed Statement of Licensing Policy 2026 to 2031 to help shape Brighton & Hove’s licensing policy for the next five years.
The policy sets out how we'll meet the four licensing objectives under the Licensing Act, which are:
- the prevention of crime and disorder
- public safety
- the prevention of public nuisance
- the protection of children from harm
We'll use the policy to make decisions about licence applications from businesses in city that wish to:
- sell or supply alcohol
- provide regulated entertainment
- sell hot food or drink between 11pm and 5am (late night refreshment)
