A259 Hove to Portslade Active Travel Scheme

We have ambitious plans to improve travel and transport for people in Brighton & Hove, making it easier for our residents and visitors to move around the city. We want to provide better, safer and accessible travel options that work for everyone.

In 2023, the council’s new administration agreed to re-examine previous plans and instead develop a scheme with direct, bi-directional cycle lanes, better use of pavement space and reduce the loss of traffic lanes.

In June 2024, we stepped back to develop a new vision for connecting the Marina with the western city boundary to better guide further improvements and take a more strategic view of the scheme.

Using this new approach to guide us, we’re currently developing newly designed plans, working for all, to improve the A259 between Fourth Avenue, Hove and just beyond the city’s western boundary at Mill Road, Fishersgate.

Our vision is for a seafront space that works for everyone and connects our communities.

Wider pavements separated from a bi-directional cycle lane with raised zebra crossings will mean safer movement for pedestrians and cyclists.

Accessible, well placed and carefully designed crossings will better link people to Hove Beach Park, a new King Alfred Leisure Centre and all the attractions our fabulous seafront has to offer.

Better phased traffic lights, new disabled parking bays, loading bays and strategically placed bus stops will provide steady traffic flows for vehicles and people using public transport.

Funded by Active Travel England and the council’s Local Transport Plan funding, the plans have been split into two phases.

Phase 1 from Fourth Avenue to Wharf Road

Plans of proposals for A259 Hove to Portslade active travel scheme - Phase 1 Fourth Avenue to Wharf Road.

Phase 2 from Wharf Road to the city’s western boundary

Update 22/09/2026

Edburton are the contractor for this scheme and construction will begin in October 2026 and work will initially be focussed in the Fourth Ave to Hove St section of the scheme.

Our webpage can be accessed here: A259 Hove to Portslade Active Travel Scheme and will be updated quarterly with construction progress and information. It also contains details on how to be added to the newsletter distribution list for this scheme.

Access to premises will be maintained. When working immediately in front of properties, the contractor will liaise with occupants and owners in advance.

Update 11/06/2026

The Traffic Regulation Orders were approved with one amendment - the Tandridge Road bus stop will remain in its current location and parking will remain as it currently is on the north side of the A259, Kingsway between Roman Road and Saxon Road.

The detailed design phase is now complete and we are procuring a contractor for the work. We anticipate construction will begin in Autumn 2026.

The official construction timetable will be updated here when it is available. We will also include a link to the official webpage for the project to allow people to follow the progress and view the latest news.

If the project is approved, we'll tender out the new design to contractors to make sure we get the best value for money and then build it.

The dates on this phase include the tender period and when we expect to start building. These dates are indicative and subject to change, and isn't how long construction will take.

We'll provide details on construction dates closer to the time if you have followed the project.
