A259 Hove to Portslade active travel scheme

We have ambitious plans to improve travel and transport for people in Brighton & Hove, making it easier for our residents and visitors to move around the city. We want to provide better, safer and accessible travel options that work for everyone.

In 2023, the council’s new administration agreed to re-examine previous plans and instead develop a scheme with direct, bi-directional cycle lanes, better use of pavement space and reduce the loss of traffic lanes.

In June 2024, we stepped back to develop a new vision for connecting the Marina with the western city boundary to better guide further improvements and take a more strategic view of the scheme.

Using this new approach to guide us, we’re currently developing newly designed plans, working for all, to improve the A259 between Fourth Avenue, Hove and just beyond the city’s western boundary at Mill Road, Fishersgate.

Our vision is for a seafront space that works for everyone and connects our communities.

Wider pavements separated from a bi-directional cycle lane with raised zebra crossings will mean safer movement for pedestrians and cyclists.

Accessible, well placed and carefully designed crossings will better link people to Hove Beach Park, a new King Alfred Leisure Centre and all the attractions our fabulous seafront has to offer.

Better phased traffic lights, new disabled parking bays, loading bays and strategically placed bus stops will provide steady traffic flows for vehicles and people using public transport.

Funded by Active Travel England and the council’s Local Transport Plan funding, the plans have been split into two phases.

19/11/2025 - Update: The consultation feedback has been analysed and the scheme designs adjusted to take onboard feedback received. Cabinet Members have now agreed the design amendments and given authorisation for the project to be taken forward to detailed design completion and Traffic Regulation Order consultation.

We'll be analysing the results of the survey and considering all of your comments. Cabinet will review the survey feedback and any proposed design amendments in October 2025 before the design is finalised by the end of 2025.
