Put a modal filter on Port Hall Avenue east of the rear entrance to Stanford Infant School

A modal filter on Port Hall Avenue, east of the entrance to Stanford Infant School, will allow people, especially Stanford Infant pupils and parents, walking, wheeling and cycling, to move freely up and down the hill, but block movements by through motor vehicles. This will have the additional benefits of giving BHASVIC students a safer walk up from Preston Park, reducing rat running and cutting east and west through Prestonville and Port Hall, and thus hopefully reduce speeding, dangerous and careless driving on the road up from Preston Road, all without damaging access by delivery and emergency vehicles.
