Improve traffic lights at Level / Elm Grove junction

The way traffic lights are set at the Level / Elm Grove junction benefits drivers rather than pedestrians. The wait is very long, the "green man" period very short, and inevitably pedestrians are left waiting in small traffic islands, where there is no space for more than one pram or wheelchair.

The system should be changed to benefit pedestrians, with shorter waiting times and better coordination.
