Central Park Black Rock noise levels

We live half a mile from Black Rock. We have been what we can only describe as being terrorised by the noise levels from Central Park since it started. It's kept us awake, it's stopped us from being able to hear our TV properly, and it's prevented us from being able to enjoy sitting in our garden. We're in a heatwave and yet have to keep our windows closed to deaden some of the noise.
The weekends have been awful enough, but last night, a Tuesday night! It was horrendous. Football is one thing, but the shouting using a mic, and the awful dance music until late is not on in a residential area. Some people have jobs to get up for! Kids who need to get up for school. The whole community kept awake, windows shaking in some cases, and prevented from enjoying their time at home, in their own homes.
The organisers of Central Park are making money, out of our suffering! Lining their pockets at our expense. I have a friend who lives a mile away and couldn't hear his TV last night.
Who at the council is signing off on these projects? Do residents not get a say in decisions which affect us not you??
We have called the Central Park complaints number numerous times - no one has responded. Please, please do not do the same, we simply can't bear this.
