City Plan 2041
What is the City Plan?
The City Plan sets out a framework of planning policies to guide future development in the city over the next 15-20 year period.
It applies to the whole city apart from those parts that fall within the South Downs National Park area (the National Park Authority produces its own Plan).
The current City Plan has two parts:
- City Plan Part One, adopted in 2016. This sets out our overall approach and the amount of new development required across the city between 2010 and 2030. This includes where most new development is expected to take place.
- City Plan Part Two, adopted 2022. This sets out more detailed planning policies that are used to assess planning applications submitted to the council for new development. It also identifies more development sites.
What will be changing?
It is now eight years since City Plan Part One was adopted. Much has changed since then both nationally and in the city itself.
We therefore need to update our planning policies to ensure the City Plan is appropriate for the city over the period to 2041 and reflects the key aims of the Council Plan.
The Part Two plan has recently been adopted and is up-to-date. We don't intend to revise it.
We'll combine some policies in Part One and Part Two that cover the same issue and exceptionally, changes to national policy or local priorities may mean there is a need for a Part Two policy to be revised.
When complete, the updated Brighton & Hove City Plan will be a single, consolidated document. This new City Plan will be called the ‘City Plan 2041’.
Key issues consultation
In November 2024 we launched a consultation on a new City Plan. We asked for feedback on what we though are the key issues for the City Plan 2041, and how these might be addressed.
The first phase of this consultation closed on 20 January 2025. We are now reviewing and responding to your feedback and will consider it in preparing the first draft of the full plan.

This consultation was the first stage in producing the new City Plan 2041.
